表演藝術聯盟自2014年起正式啟動「表演藝術國際交流平台Taiwan Performing Arts Connection, TPAC」計畫,以永續經營為理念,創造表演藝術的全球跨文化的網絡平台。旨在持續拓展並維繫臺灣與國際表演藝術環境的交流網絡,成為國際專業人士與台灣連結的入口平台,支持專業知識與資訊的交流,同時逐步開發多元合作模式,整合全球資源,建立跨國夥伴關係,提升台灣表演藝術於國際的能見度,並創造實際的國際合作事務。

「表演藝術聯盟」起源,始於1987年8月20日由蘭陵劇坊號召發起之「表演藝術團體聯合會」,推動免除表演藝術入場券之銷售稅捐,以及廢除劇本審查。同年8月27日,「表演藝術團體聯合會」改名「表演藝術聯盟」,先成立「籌備會」,發起人共推吳靜吉、林懷民擔任正、副召集人,其他籌備委員包括丁乃竺、洪濤、許博允、陶曉清、陳百忠、曾道雄。

時值政府推動賦稅改革,林懷民、陳錦誠共同擬具「呈請賦改會減免表演藝術賦稅案」陳情帖,邀集45個表演團體與1,020位個人共同簽署,於1987年10月4日寄送42個相關單位及個人,同年9月演出劇本審查規定終止。

1996年,國家文化藝術基金會成立,臺灣的藝文環境由過去的僅由政府出資挹注,轉變為民間組織與政府機構的雙軌機制,實是非常重大的變革。表演藝術界為監督藝文資源分配的公平與正義,延續「表演藝術聯盟」運作,以座談、公聽會等方式參與討論,協助國家機制轉軌過程的順利推動。1997年6月,「表演藝術聯盟」向內政部以「中華民國表演藝術協會」名義完成社團法人立案登記,設有常態組織,除長期提供國內表演藝術工作者相關資訊,更致力扮演公共事務的溝通角色,創造民間表演藝術團體與政府單位的有機對話,促進臺灣整體表演藝術環境的健全發展。

TPAC is a long term platform project established by Performing Arts Alliance (NPO) in 2014. It aims to create a performing arts network for global intercultural connection, to procure creative encounter for Taiwanese and international performing arts professionals which include artists, producers, curators as well as the organizations and institutions within the sector to share information, knowledge and encouraging international collaborations.

Established in 1997, Performing Arts Alliance (PAA), as a non-profit organization, has played a vital role in providing information on performing arts, maintaining a smooth flow of communication between public and private sectors and nurturing a sound performing environment for the overall arts industry ever since.

PAA actively participated in discussions in public policies; helped cultivate talents and explored channels for fundraising. With the support of the government and private enterprises, PAA became a key partner in the evolution and prosperity of performing arts in Taiwan.

PAA also endeavor constructing a connection to develop international exchange opportunities, to establish network and partnership with overseas performing arts institutions.

財團法人國家文化藝術基金會成立於1996年1月,基金來源主要由行政院文化建設委員會依據「國家文化藝術基金會設置條例」捐助新台幣陸拾億元做為本金,另外透過民間捐助加強推動各項業務。

 

國藝會成立的主要目的在於積極輔導、協助與營造有利於文化藝術工作者的展演環境,獎勵文化藝術事業,以提升藝文水準。本基金會設有董事會,負責督導基金會的業務方向與經費運用,監事會則是負責稽核財務執行狀況,確保所有基金與經費都能得到有效的管理和使用。董、監事人選由主管機關文化部就文化藝術界人士、學者、專家和政府有關機關代表和各界社會人士中遴選,提請行政院院長審核聘任。本基金會工作內容計分四大方向,分別是「研發」、「補助」、「獎項」與「推廣」。

 

就國藝會的發展目標來說,希望能透過研究發展的工作,來檢視與累積目標成果,並且建立政府與民間的管道,以利各方資源流通;而補助的分配與獎項的頒發,則是為了鼓勵藝術工作者能長期從事創作,推廣藝術教育;從推廣的觀點來看,則是致力於建立交流平台,讓藝文資訊能傳遞給藝術工作者與社會大眾,從而打破藩籬、彼此交流。所有相關政策與計畫,是由國藝會執行長率領各部門依董事會指示原則推動,我們的組織結構如下:


國藝會最重要的業務,就是贊助、獎勵、培育、推動和輔導民間藝文工作者或團體,而國藝會支持的藝文活動類型涵括文學、美術、音樂、戲劇、舞蹈、文化資產(包括民俗技藝)、視聽媒體藝術以及藝文環境與發展等,並因應時代潮流,鼓勵創新的、具突破性、實驗性與新觀念的各種藝文形式。 

國藝會研擬、建立的補助機制,是為了協助藝文工作者與團體能依照程序申辦補助,並逐步彙整資訊,檢視作業流程、整合業務,以制度化、現代化管理的觀念,強化藝文環境的體質,讓藝術創作者得以專心從事創作,讓藝文組織得以永續經營。國藝會的這套補助機制,已成為國內重要補助單位的執行參考之一。

除了平時定期收件的「常態性補助」,也有合乎年度規劃的特殊「專案補助」項目,協助各領域的藝文工作者與團體,從事創作、展演、研習進修、調查研究、翻譯、出版等等;透過公開透明的審查程序及評審原則,評選計畫品質優良的申請案,給予經費補助。此外,每項補助核定通過之後,也邀請評審委員追蹤考核,以確保獲補助計畫的執行品質。

整體而言,國藝會致力於建構一個反映藝文生態的補助機制,使有限的資源發揮最大的效益,以營造有利於文化藝術的工作環境,提升國內藝文水準。

一組(研究發展組):

負責研擬國藝會各項業務政策與發展方針,並提供藝文資訊,調查,統計,分析與研究各項文化藝術獎助事業和特別規劃的專案。

包括音樂、舞蹈、戲劇、視聽媒體藝術等類別.負責研擬、宣導、推動及執行文化藝術獎助辦法和其他專案業務。 

二組(甲類補助):

包括文學、美術、文化資產、藝文環境與發展等類別負責研擬、宣導、推動及執行文化藝術獎助辦法和其他專案業務。

三組(乙類補助):

負責募集國藝會基金,處理國藝會對外之公共關係、執行出版及藝企合作專案業務,辦理「國家文藝獎」頒獎典禮及後續推廣活動。

四組(資源發展組):

負責董、監事會會議的幕僚作業,管理人力資源、文書、印信、出納、庶務,支援各組事項及其他專案業務。 

行政組:

專責國藝會財務規劃,編列及控制預算,審核各項費用、會計管理、決算事項,及其他專案業務等

The National Culture and Arts Foundation was founded in 1996 with the stated aim of creating a healthier environment in Taiwan for the development of culture and the arts. The NCAF also presents awards as part of its mission to seek to raise the bar for culture and the arts. The organization assists with the holding of art/cultural events, sponsors the work of arts/cultural organizations, awards grants to art/culture workers, and carries out the provisions of the Culture and Arts Reward Act.

The Council for Cultural Affairs, acting in accordance with The National Culture and Arts Foundation Founding Provisions remitted NT$6 billion to the NCAF as its initial capital. The NCAF has received other funding from private individuals and groups. The NCAF is led by a Board of Directors, who oversee the Fund’s operations as well as its budget, and is also served by a Board of Supervisors, who keep tabs on the Fund’s financial condition, to ensure that funds are being used in the most effective manner possible. Membership of these boards consists of individuals from the art world, scholars, experts, and government officials selected by the Ministry of Culture (successor organization to the Council for Cultural Affairs) and approved of by the Premier. 

The NCAF provides grants, funding, and other assistance to individuals and non-profit organizations involved in literature, the visual arts, music, dance, traditional and contemporary theater, cultural heritage preservation, audio/video arts, and arts environment and development. The foundation also encourages the creation of innovative, groundbreaking, and experimental works that inform and reflect the zeitgeist.

The Foundation’s work is composed of four elements, namely, “research and development,” “grants,” “awards,” and “resource development.” The NCAF implements related policies and plans under the leadership of its chairman and at the direction of the Board of Directors. Those involved in R&D are focused primarily on creating links to relevant government departments and private concerns in the hope of garnering support from them in cash or kind. Those processing grants work to create an environment that nurtures the balanced development of culture and the arts, while those concerned with awards seek candidates displaying excellence throughout their oeuvre for the National Award for Arts. NCAF associates working on resource development solicit corporate sponsorship for art/cultural projects and provide artists, and the public at large, with information on what’s going on in the art world.

In sum, the NCAF works to maximize use of limited resources to create an environment that nurtures the arts and improves the quality of art being done in the Republic of China.
